TT, listen pal, I valet parked for quite a while in DC. I took at least 1 dollar in change from every single car weather it was pennies or not. I once paid the court for a traffic violation in all pennies, I made sure they were rolled though, weighed too much they said but in the end I won because money is money.

this sounds like a lie. they can legally refuse anything over 25 cents in pennies. believe me, i tried paying a 106 dollar ticket in change. lots of loonies and quarters they still made me change it into cash
