Kurt Busch serves the penalty on the first lap after he takes the green, so at the end of Lap 1. He is eligible as far as I know for the free pass and there is competition caution on Lap 25. #nascar

If there is a yellow flag, the first car a lap down gets a "free pass" back on to the lead lap. They can drive around the field and pace car and take their lap back.

But Kurt only gets that assuming leader does not pass anyone else in those first 25 laps.
