Do Americans really want to suddenly pay 10%, 20% or whatever amount more for their imported goods?

And I don't believe a cash strapped country like Japan has been in any position to negotiate a trade agreement overall favorable to them for a long time. So that cheap steel will only be coming in if a bunch of extra dollars are changing hands somewhere else to the US benefit.
