It is fluid as it depends on a lot of things that happen between whistles (penalties, altercations, arguments, fights, play reviews) but the 38mins estimate is pretty accurate.
I always used the 1hr per period guesstimate and record hockey games for 3.5hrs so that I allow for a slow start and overtime/shootout.

Funny, so I was playing craps at the Hard Rock Friday night next to a couple from Montreal. Guy had no clue and kept asking me what to do and just tailing my bets. Table was running hot for a while, and as we're chatting, he's like "You should come up to Montreal." Turns out he has season tickets to Canadiens games that are Row AA behind the bench! I'm like Fukk, sounds good to me. We exchanged numbers but who the heck knows if he was full of shit. Exchanged texts with him once.
