Main Points:

Gives Illinois 6 new casinos including 1 inside the city of Chicago

Allows existing casinos to add up to 800 new "gaming positions" to 2000 from the previous 1200.

Allows the horse racing tracks to have slot machines and table games and sports betting.

Online betting for sports, but must register in person for an account for the first 18 months of the act in effect.

DK and FD can't operate solely online for first 18 months so they need to find a local casino or track to act as a partner.

Big winners are Arlington and Hawthorne imo since now they can basically become a casino themselves with a sports book along with the track.

As long as they are -110, no one cares, but if they do anything even remotely similar to a -115 play they'll get crushed by Horseshoe in Hammond, or Michigan City's Boyd casino, etc. I don't think they'll do it, they'll make the businesses eat the stupid fees to be a loss leader, but if they monitor you for cashing bets or cap bets at $500 or $1000 it'll be totally lame.

Sure you're paying -105 at 5Dimes, but it's more like -110+ once you include the fees you paid to buy Bitcoin (and sell if you get a payout).

Betfair horses not that great in Jersey. 12% commission and not many tracks. The states know how to ruin a good thing.
