There is a penalty. One guy that did this got 20 years. Another one is serving life because he actually got the guy that he swatted killed. The dude walked out the door and immediately got dropped.

Someone got killed last year on a SWAT prank. He got out of his house to figure out what was going on and got shot by SWAT. Was in Kansas I think.
