No not really, it's reach to say so, but we could probably word smith it somehow.

In reality though, if I start with a unit being 2% of a starting bankroll, then I would be starting with 50 units, not 100, in my bag.

"Percent" might mean "per 100" but that does not mean there are 100 available as my example shows 50 available units to start.

It's almost semantics until you realize it's not semantics at all.
