They're pretty much on record as saying as much.
Rodgers seems to like him too.

And he's right.

Zeke Bratkowski was Bart Starr's backup, he was more than capable.

1991 Giants won it all because Hoss was more than a capable QB for them when Phil Simms went down in mid season.

Earl Morrall was probably the best back up QB in NFL history.
When Johnny Unitas went down Morral stepped in, went 14-1 and won the league's MVP.
