I think at least 2022,DraftKings and FanDuel can legally operate in California if they allowed sport betting legally.

The tribes have exclusive rights to gaming in CA except for card rooms and horse betting. Casino style gambling is otherwise illegal in CA. So yes they only have gambling on the reservation because that's the only place it's legal.
