again, this isn't Trump's campaign manifesto. Its a Heritage Foundation paper which they release a year or 2 before an election and have done so for decades. IF? LOL you are delusional. Biden had no plans whaysoever to debate Trump until the polls showed that he is losing to him. They are desperate.
