The project lays out quite aggressive proposals to use federal power to prevent abortions and restrict certain contraceptive coverage. It even says that pornography should be “outlawed” and its creators and distributors should be “imprisoned.”
Project 2025 also recommends a major overhaul of the U.S. tax code. Currently, there are seven tax brackets with rates ranging from 12 percent up to 35 percent, depending on a household’s income, and it’s meant to limit the amount of taxes lower-income families and individuals have to pay. However, according to Project 2025, this is simply too complex and the U.S. should instead implement two flat brackets, 15 percent and 30 percent, and also eliminate most deductions, credits and exclusions. And when it comes to the corporate tax rate, the plan recommends that it should be reduced to 18 percent—it’s currently 21 percent.
The project also advocates a sweeping elimination of environmental regulations and a crackdown on programs to boost diversity in the workplace, which the project argues are broadly illegal.
The project also calls for a broad expansion in presidential power by boosting the number of political appointees and increasing the president's authority over the Justice Department. That last proposal has spooked many law enforcement officials, who say it will undermine the department's ability to conduct investigations without political interference.
Heritage has styled itself as the main think tank of the conservative movement. Its goal is to push the REPUBLICAN Party toward a further right agenda so that GOP officials listen more to ideologues and hardliners, not moderates and the traditional party establishment.
Concentrating power in the presidency: So a main recurring theme of Project 2025 is how to bend the executive branch to a conservative president’s will.

“I have become personally close to the president,” Roberts told the Financial Times at his office near the US Capitol building in Washington. “And we speak often.”
Roberts was confident Trump would embrace and adopt many of Project 2025’s recommendations, and in doing so “usher in the most glorious golden age of conservative reform since Ronald Reagan”.
Heritage had an “understanding based on conversations with president Trump and his associates that some large percentage of these recommendations will be in the mix for implementation”, Roberts said.
