just wondering, can you cancel a bet once its place, if so, how long before the start time do you have to do it, are there any penalties involved,

say a book like pinnacal

Generally, no. Once a bet has been placed it cannot be canceled.

Some books may make a one-time exception, but that would be totally at their discretion.

nope cuz i messed up on my racing bets few times and there was no way to cancel so im sure its that way with everything.
