Kulbet.com closed their services in December and still didnt pay me

Kulbet closed their site in December 2018, my balance was something like 5200 EUR. As you're allowed to withdraw max. 1000 EUR at once, I made 6 withdrawal requests. I got the 200 EUR pretty quickly but I am still then waiting for my 5k. Until now, the mails sounded like I will get my money, but yesterday I got this:

I doubt anything will come from making a complaint to their licensor.

As far as I know they just side with the bookies or don't answer mail? So making a complaint to them is pointless.
Am I wrong? Any thoughts guys?
Having a licence from Curacao eGaming basically means nothing apart from they give you a licence to steal customers funds.
Am I wrong here?
