Neteller: fail to deposit to gambling sites

But I still can deposit to trading platforms, which support Neteller.
With sports betting sites, it doesn't work - tried with Betfair, smarkets and bet-at-home. However, I could deposit to BAH with neteller credit card, but not to smarkets (haven't tried Betfair yet).
The neteller ChatBot said, that my funds on Neteller may be not predestined for gambling purposes. I should withdraw and deposit to Neteller again and mark it as "for gambling purposes" while depositing, it said. Existing funds can't be redefined, it said.
Sounds like nonsense to me, but I haven't made any deposit to Neteller for years. Has something changed there, is there a checkbox "for gambling" or so now? Or is the chatbot just hallucinating, like ChatGpt sometimes doing?

Couldn't also deposit to matchbook with Neteller. But it worked with Tipico.
I found the information, that smarkets don't accept paysafe cards. That is why Neteller credit card didn't work there, all others should be fine, I could successfully deposit to betfair with my neteller credit card.
Also, main issue is why Neteller (direct, without the card) doesn't work for me, on all these sites, except Tipico.
I guess, it is because Neteller hasn't proceeded my address change yet and applies land restrictions related to my old land of residence. Tipico is licensed in my previous land of residence, all others named in this topic not. So I just wait until the address change is proceeded.

P.S. and there really was the rule with "non-gambling money", but this rule should have been cancelled in 2021
