    I did years ago. It's like a debit card. You withdraw cash from an ATM machine. There is an ATM limit and fees associated.

      Check the fees and if there is any charges for inactivity as well.

      These offshore cards can get quite expensive.

          Had a debit card from another book a long time ago. The card worked great but a few years later I got audited. The IRS forced v1sa and m*c to turnover the names of Americans who had cards in tax haven countries.
