Kansas Lawmakers to Discuss Sports Betting Bill Tuesday

The Kansas House Federal and State Affairs Committee has scheduled a hearing on a bill that seeks to legalize online and retail sports betting for Tuesday, March 22.

House Bill 2740 proposes that the Kansas Lottery would be able to offer sports betting through one or more lottery gaming facility managers that have entered into a contract with the lottery.

Lottery gaming facility managers would be limited to operating three interactive sports wagering platforms, while also being permitted to agree to a deal with an approved interactive sports betting platform. All agreements would be subject to clearance by the Kansas Lottery.
Professional sports teams located in Kansas would be eligible to enter into an agreement with a lottery gaming facility manager and offer legal sports betting. While the lottery gaming facility manager would be responsible for operating and managing sports betting offerings, the professional sports teams could support it through marketing campaigns.

Of course, details of the bill could change during the legislative process, with the current session scheduled to end May 20, 2022.
Legislation requires approval in the 125-member state House of Representatives, in addition to the 40-member Senate before going to Democratic Governor Laura Kelly for her consideration.

The current form of the bill would allow single-game bets, in addition to parlays, teasers, propositions and in-game wagers. Sportsbooks would have to pay 20 percent of betting revenue received from online wagers, whereas the rate would be 14 percent for in-person wagers placed at retail sportsbooks.
Sports gambling is already legal in 30 states and Washington D.C., including neighboring Colorado. Nebraska also has legalized sports betting, but it isn’t yet operational.
