NFL Power Rankings, Offense Edition: Bills Top the Field

As with every NFL season, there are some teams that will score a lot of points, some that won't, and a whole lot of clubs in between. Here's a look at my offensive Power Rankings entering the season.

NFL Power Rankings – Offense

1. Buffalo Bills
Josh Allen’s development over the past two seasons is the primary reason that the Bills are now Super Bowl favorites. Wide receivers Stefon Diggs and Gabe Davis can get down the field and TE Dawson Knox had nine touchdowns last season. Running backs Devin Singletary, Zack Moss, and rookie James Cook are not stars, but should be effective complements to an elite passing game.

2. Kansas City Chiefs
Even after trading WR Tyreek Hill to Miami, the Chiefs should have little trouble moving the ball as long as Patrick Mahomes is healthy. Travis Kelce is a premier tight end and the Chiefs brought in wide receivers JuJu Smith-Schuster and Marquez Valdes-Scantling, along with second-round pick Skyy Moore, to help offset the loss of Hill. RB Clyde Edwards-Helaire has not busted out yet, and he may get pushed by rookie Isiah Pacheco.

3. Tampa Bay Buccaneers
Tom Brady will eventually lose to Father Time – but it hasn't happened yet. The 45-year-old threw for 5,316 yards and 43 touchdowns last season as the Bucs finished with the second-most points and second-most yards in the league. There may be some offensive line concerns, but the Bucs added wide receivers Russell Gage and Julio Jones to a stable that includes Mike Evans and Chris Godwin, so Brady will have options. The running game should be in capable hands between Leonard Fournette and third-round pick Rachaad White.

4. Los Angeles Chargers
QB Justin Herbert looks like a star heading into his third season while RB Austin Ekeler is a versatile threat as a runner and receiver. Wide receivers Keenan Allen and Mike Williams both added more than 1,100 yards receiving last season. While these Chargers might not have the proven depth of a team like Tampa Bay, the high-end talent here is top tier.

5. Los Angeles Rams
Although QB Matthew Stafford threw 17 interceptions last season, he also passed for 4,886 yards and 43 touchdowns and the Rams upgraded their passing attack by signing WR Allen Robinson, who should fit in nicely opposite 2021 receiving leader Cooper Kupp. A healthy Cam Akers should stabilize the running game but there are fair questions about the Rams’ depth. Stlll, it's hard to argue against their star level talent.

6. Green Bay Packers
Having the back-to-back MVP goes a long way – and Aaron Rodgers is coming off a season in which he threw 37 touchdowns with just four interceptions. The big challenge for the Packers is making up for the loss of star WR Davante Adams. When veteran receivers Allen Lazard, Sammy Watkins, and Randall Cobb at the top of the depth chart, the Packers may need rookies Christian Watson and Romeo Doubs to step up quickly. A strong point for the Packers is a backfield tandem of Aaron Jones and A.J. Dillon, who should help ease the pressure on Rodgers if the receivers need some time to level up.

7. Denver Broncos
After years of mediocre quarterback play, the Broncos made a massive move to acquire QB Russell Wilson from Seattle – and that should change their offensive outlook dramatically. Wide receivers Courtland Sutton and Jerry Jeudy, in particular, should see a big spike in their production. Running backs Javonte Williams and Melvin Gordon both put up more than 1,100 yards from scrimmage last season, though Williams may take a more significant share of the touches this season.

8. Dallas Cowboys
There will be some questions about the Cowboys’ receiving corps after they traded Amari Cooper to Cleveland. The hope will be that CeeDee Lamb steps into the No. 1 role, that Michael Gallup will be healthy, and rookie Jalen Tolbert can handle regular reps. If so, QB Dak Prescott could actually build upon his league-best offensive numbers from last season while running backs Ezekiel Elliott and Tony Pollard give him cover if the passing game is not working.

9. Cincinnati Bengals
QB Joe Burrow looked like a star on the Bengals’ run to the Super Bowl, and WR Ja’Marr Chase made a big splash en route to winning Offensive Rookie of the Year. Add in RB Joe Mixon as well as receivers Tee Higgins and Tyler Boyd, and the Cincinnati offense should be rolling. Last season’s big issue was the offensive line, and the Bengals added three free agents and a fourth-round pick to give the line a significant facelift.

10. San Francisco 49ers
The ceiling for the 49ers’ offense is higher if second year QB Trey Lance can take a step forward this season, though San Francisco has an more-than-qualified backup with Jimmy Garoppolo still in the fold. WR Deebo Samuel is one of the most electrifying players in the game, TE George Kittle is one of the best all-around options at his position, and RB Elijah Mitchell was a pleasant surprise as a rookie last season. For the Niners to take the next step, it will be up to Lance and some of the supporting cast to push that ball forward.

11. Philadelphia Eagles
QB Jalen Hurts showed promise last season and the offense got a boost by trading for WR A.J. Brown, who will combine with second year WR DeVonta Smith and TE Dallas Goedert to give Hurts quality options in the passing game. A running game led by Miles Sanders should be fine – the Eagles led the league in rushing last season thanks to Sanders and Hurts – and the Eagles have the potential to have a strong offensive line if everyone is healthy.

12. Indianapolis Colts
While the Colts' offense might be effective, it is fair to wonder if they are going to have a ceiling that compares with other top teams. RB Jonathan Taylor gained 2,171 yards and scored 20 touchdowns last season, but the Colts will need veteran QB Matt Ryan to elevate the passing game, with second year WR Michael Pittman Jr. and rookie WR Alec Pierce his prime targets.

13. Baltimore Ravens
QB Lamar Jackson is a wild card; he turned the league on its head to win MVP in 2019 but was not as effective in 2021. There is little to love about a Ravens passing game focused on TE Mark Andrews, especially with WR Marquise Brown getting traded to Arizona. Nevertheless, second-year WR Rashod Bateman might thrive in a bigger role and the ground game could be dangerous with a healthy J.K. Dobbins.

14. Minnesota Vikings
Few teams have the wide receiver talent to match the Vikings’ group, led by Justin Jefferson, Adam Thielen, and K.J. Osborn. RB Dalvin Cook is a workhorse who has averaged more than 20 touches per game for three straight seasons. That kind of talent all benefits QB Kirk Cousins, who takes heat for his mediocre record but he has thrown for more than 4,000 yards in five of the past six seasons and more than 30 touchdowns in three of the past four seasons.

15. Las Vegas Raiders
Adding WR Davante Adams is going to give QB Derek Carr every opportunity to reach his potential. TE Darren Waller is one of the best at his position, and slot WR Hunter Renfrow just put up a 1,000-yard season, so Carr has no shortage of weapons. Josh Jacobs, rookie Zamir White, and veteran Brandon Bolden should combine to give the Raiders a passable running game.

16. New Orleans Saints
While the odds don’t seem to love the Saints’ chances to lead the NFL in points, they should at least be considered a strong sleeper option. QB Jameis Winston threw for 5,109 yards with 33 touchdowns (and 30 interceptions) with Tampa Bay in 2019, so he is not shy about airing it out. The Saints hope to have WR Michael Thomas healthy, to go with first-round pick Chris Olave, and Jarvis Landry. That should give Winston plenty of options in the passing game without having mentioned RB Alvin Kamara, one of the premier dual threats in the league.

17. Arizona Cardinals
In the wake of DeAndre Hopkins’ six-game PED suspension, the Cardinals acquired Marquise Brown from Baltimore to aid electrifying QB in Kyler Murray, who has shown lots of potential in his first three seasons. Murray has other options – notably A.J. Green, Rondale Moore, and TE Zach Ertz – but it could be tough to make up for the production that Hopkins can provide. A running game with James Conner, Darrel Williams, and Eno Benjamin is not terribly inspiring.

18. Tennessee Titans
Provided that RB Derrick
Henry stays healthy, he will be the dominant force in the Tennessee offense. After
397 touches in 2020, he had 237 in eight games before getting hurt last
season. The Titans do not have great support for Henry, as QB Ryan Tannehill could
be pushed by rookie Malik Willis. The receiving corps is getting re-shaped with
veteran Robert Woods and first-round pick Treylon Burks, and TE Austin
Hooper offers some potential but this offense will only go as far as Henry's broad shoulders will carry it.

19. Miami Dolphins
Trading for WR Tyreek Hill gives the Dolphins a game-breaker; he joins WR Jaylen Waddle and TE Mike Gesicki to give Miami some quality receiving options for QB Tua Tagovailoa. The third-year signal caller is expected to face steeper expectations to perform after inconsistent performance in his first two NFL seasons. RB Chase Edmonds should be a good two-way threat out of the backfield, but Tagovailoa's play will ultimately determine whether this Dolphins team can move the ball.

20. Jacksonville Jaguars
Just how much of Jacksonville’s problems last season can be traced to since fired head coach Urban Meyer? If QB Trevor Lawrence can live up to his promise, and RB Travis Etienne is healthy, the Jags should be much better than they were in 2021. They added wide receivers Christian Kirk and Zay Jones, along with TE Evan Engram, to an incumbent group that includes WR Marvin Jones Jr. and RB James Robinson. Lawrence should have sufficient offensive support.

21. New England Patriots
It turns out that replacing the best quarterback in the history of the league is not so easy. QB Mac Jones had an excellent rookie season and the running back duo of Damien Harris and Rhamondre Stevenson should be adequate, but the question is which receivers, if any, will turn into difference makers. DeVante Parker, Kendrick Bourne, Jakobi Meyers, and Nelson Agholor have all had some success at various points in their careers but none have shown an ability to do it on a regular basis.

22. Detroit Lions
With Jared Goff at quarterback, there is going to be a ceiling on what that Lions can accomplish offensively. RB D’Andre Swift, TE T.J. Hockenson, and WR Amon-Ra St. Brown all have some upside, but the Lions’ offense still looks like a work in progress.

23. Washington Commanders
Turning to Carson Wentz at quarterback does not necessarily inspire confidence, but Wentz will have WR Terry McLaurin and first-round pick Jahan Dotson making plays down the field. Third-round pick Brian Robinson looked like he was going to be the starting running back but was shot in a carjacking attempt, so Antonio Gibson and J.D. McKissic will at least start the season covering most of the touches out of the backfield.

24. New York Giants
If the Giants are going to turn things around offensively, new head coach Brian Daboll will likely get the lion's share of the credit after playing a major role in turning the Bills around. If QB Daniel Jones develops and RB Saquon Barkley is healthy, maybe the Giants could surprise. If receivers Kadarius Toney and Kenny Golladay could step up, that would help, too.

25. Pittsburgh Steelers
There is naturally concern about the Steelers’ quarterback situation, but first-round pick Kenny Pickett and free agent Mitch Trubisky both looked good in the preseason. Second-year RB Najee Harris will get a ton of touches and the receiving corps has decent potential, with rookie George Pickens joining Chase Claypool and Diontae Johnson.
Highest Scoring Team Odds: +9000
26. Cleveland Browns
With Deshaun Watson suspended for 11 games, the Browns are going with Jacoby Brissett – and that could be a problem for the offense. The Browns do have an elite running game with Nick Chubb and Kareem Hunt, and they traded for WR Amari Cooper, but a backup quarterback playing 11 games with mediocre receiving depth likely won't do much damage.

27. New York Jets
The Jets are quite young at their key offensive positions (at least when Joe Flacco returns to backup duty). QB Zach Wilson, RB Michael Carter, and WR Elijah Moore are going into their second seasons while rookie RB Breece Hall and WR Garrett Wilson are expected to be starters. That’s a lot of potential – and not a lot of proven production.

28. Carolina Panthers
Trading for QB Baker Mayfield does not necessarily fix all that ails the Panthers, but he is a competent starting quarterback, and that should not be taken for granted. Wide receivers D.J. Moore and Robbie Anderson should give Mayfield some chances to throw down the field, but the biggest factor in the Panthers offense is the health of RB Christian McCaffrey, who had 2,392 yards from scrimmage and 19 touchdowns on 403 touches in 2019 and has played in just 10 of 33 games since.

29. Seattle Seahawks
When Geno Smith wins the quarterback competition, it’s hard to get too optimistic about a team’s chances to move the ball. Wide receivers D.K. Metcalf and Tyler Lockett are great, and RB Rashaad Penny flashed some potential last season, but the Seahawks are almost surely going to struggle to score.

30. Houston Texans
Second year QB Davis Mills and rookie RB Dameon Pierce are in line to touch the ball the most for the Texans. Veteran WR Brandin Cooks is practically alone in the receiving game, at least when it comes to players that are proven producers at this level.

31. Chicago Bears
Will QB Justin Fields break through and prove that he is a legitimate NFL starter? If he is, WR Darnell Mooney and TE Cole Kmet are a couple of decent pieces, and the running game is okay with David Montgomery and Khalil Herbert, but this is not the kind of supporting cast that can carry a mediocre quarterback – and we don’t even know if Fields even qualifies as mediocre.

32. Atlanta Falcons
Marcus Mariota is the starting quarterback, having not started a game in the past two seasons, but he does have some intriguing young talent that the Falcons have drafted in the first round of the past two drafts, TE Kyle Pitts and WR Drake London. Beyond that, though, RB Cordarelle Patterson is a 31-year-old who was a wide receiver and has been a starting running back for one season.
