Is Quebec sports betting legal?
Yes, sports betting has been legal in Quebec since 2004. However, single-game betting remained outlawed until 2021, when the Canadian government passed Bill C-218, the Safe and Regulated Sports Betting Act.
While bettors are no longer limited to parlays, Quebec sports bettors still have only one provincially regulated sportsbook, Loto-Québec's Mise-o-jeu. It operates similarly to PlayAlberta and PlayNow in Alberta and Manitoba, respectively.
A coalition of sportsbooks and investors was formed in 2023 to bring third-party sports betting sites to Quebec as they have in Ontario. However, they could be in for a long fight as the Quebec provincial government seems in no rush to hand out online sports betting licenses to third-party companies.
Several offshore sportsbooks also operate in Quebec in a legal grey zone. While the Quebec provincial government doesn't officially approve or regulate them, they accept customers from La Belle Province. These books, including some of the best sportsbooks in Canada, typically offer better odds, more betting markets, and more lucrative welcome bonuses than Mise-o-jeu.
Best Quebec sportsbooks
There is only one licenced online sportsbook in Quebec. The provincial government owns and operates Mise-o-jeu through Loto-Quebec, the province's lottery and gaming regulatory body.

Quebec residents can bet on Loto-Québec's Mise-o-jeu, the province's lone regulated betting site. They also have the option to use several other reputable offshore sportsbooks. Canadians are not forbidden from placing bets on international sportsbooks. These books often give bettors access to more favourable odds and some of the most generous sportsbook bonuses in Canada.

3. Sports Interaction 🏀
Sports Interaction has been among Quebec's top sportsbooks for over 25 years. They were initially founded in Montreal, so it makes sense that Quebec bettors continue choosing a homegrown brand.
Their decades of experience show in their sharp lines, competitive odds, and high betting limits. In short, they are a match for sports bettors of all budgets. In my experience, they deliver a wide variety of banking options, most with no fees or surcharges. The 125% deposit match up to $250 is just the icing on the cake for new customers.

BetVictor is a great place to get your feet wet if you're new to online sports betting. BetVictor delivers an easy-to-use interface for sports betting rookies and veterans. Known for their generous bonuses and sharp odds, it's clear to me that BetVictor lives up to that reputation. New accounts can get a safety net bet up to $400, without needing to input a BetVictor promo code of any kind.
BetVictor has been in the sports betting industry in the U.K. since the 1950s, giving them plenty of pedigree. They are also licensed and regulated in over 50 countries, meaning you can place your bets without worry.

5. Pinnacle ⚾
Pinnacle is the diamond in the rough of sportsbooks. They may not shine as bright immediately, with a lack of dedicated mobile apps and no welcome bonus. However, dig under the surface to find the business's best value lines and odds. That value leads to more profits on your winning bets.
Pinnacle initially targeted only high-rollers, who wanted only the best regarding competitively priced bets. Now those lines are available to more modest and casual bettors too. Don't let the lack of bells and whistles fool you — Pinnacle is a terrific choice, in my opinion. Read through our entire Pinnacle Sportsbook review to see why.

6. LeoVegas 🦁
LeoVegas is another strong option for Canadian bettors, especially if you're into live betting. LeoVegas has a terrific live betting section, showing you all the current in-game action and up-to-the-second odds.
New customers can easily claim the bet $25, get $50 in bonus bets welcome offer. There are a few important terms and conditions to know about, like a 1.8 (-125) odds restriction and a limited timed window to make your bet. However, you don't need a LeoVegas sports promo code to qualify for this deal, which is a plus.

7. Stake.com 🟦
Stake is emerging as a popular option for bettors in Quebec, with partnerships with the UFC, Everton FC, and hip-hop icon Drake as its celebrity spokesman.
Although Stake doesn't have native mobile apps yet, it's desktop website is perfectly optimized for mobile devices. You'll barely notice you're not actually using an app, which is a great thing. One of Stake's best features is offering instant deposits and withdrawals using cryptocurrencies, something many competing sportsbooks have stayed away from so far.
Stake welcomes new customers with a potentially massive bonus: a 200% first deposit match up to $3,000. You have to deposit at least $50 to qualify for this offer, which is more than the average minimum deposit. However, the maximum reward also outshines most competitors in terms of sheer dollar value. Remember to use the Stake promo code SBR3000 when you register and deposit.

8. Bet99 🍁
Bet99 has a strong Canadian appeal, which is made even more obvious by using UFC legend (and Montreal native) Georges St-Pierre in all of its marketing. Even if the former welterweight champ doesn't convince you, let us be the first to reassure you: Bet99 brings the goods.
Bet99 has a terrific user interface that makes finding your desired betting market a breeze. The odds have gotten more competitive in recent months, which is something Bet99 struggled with when it first launched.
Although it took longer than we would have hoped, Bet99 finally released dedicated mobile apps for iOS and Android devices in late 2023. These immediately pushed Bet99 back amongst the other leading sportsbooks in Quebec.
New users can use our exclusive Bet99 promo code SBRBONUS to claim a First Bet Encore of up to $1,500. Just register, use the code SBRBONUS, and make your first qualifying bet within seven days.

9. TonyBet ⚽
TonyBet (formerly known as OmniBet) technically launched in 2003, but was rebranded to TonyBet in 2012 after it was purchased by world-renowned poker star Antanas Guogo — aka 'Tony G'. As such, TonyBet has typically provided a much stronger casino product than it has sportsbook. However, the sportsbook side of TonyBet has notable advantages too.
Admittedly, we found TonyBet to have a somewhat messy layout and less competitive odds compared to the field. On the other hand, this operator has helpful 24/7 customer support as well as a large selection of live betting and esports markets.
New bettors will begin their TonyBet experience with a boost as well, with the sportsbook currently offering a $350 free bet promotion. Click the link in the table below or see our TonyBet bonus code section to learn more.

Who can bet on sports in Quebec?
If you’re 18 or older, you can bet on sports in Quebec. Provincially regulated sports betting is available online through Mise-o-jeu. In-person sports betting is also available at Loto-Québec authorized retailers.
Legal age for betting 🎂
The legal age for betting in Quebec is 18 years of age. Some international online sportsbooks still require bettors to be 19, though. If you are under 19, check the requirements before signing up.
Tax on winnings 💸
Gambling winnings in Quebec are not taxed, just like in every other province in Canada. The Canada Revenue Agency does not consider occasional gambling or lottery winnings as taxable income; you don't have to report it on your tax return.
Mobile betting 📱
Quebec sports bettors can bet online through Loto-Québec's Mise-o-jeu+ mobile app. Quebec residents also have mobile access to many reputable and legal offshore sportsbooks, many of which provide mobile apps or mobile-optimized websites.
Remember, the Mise-o-jeu+ mobile app has very accurate geolocation technology, so you may be blocked from participating if you're near a provincial border. If you're completely out of province, you won't be able to use that app. On the other hand, offshore books can be used from anywhere inside the country, apart from within the province of Ontario due to separate commercial sportsbook regulations.
Remote registration 💻
Quebec residents can register for Mise-o-jeu anywhere in the province. Offshore sportsbooks with internationally-based hosts can also accept remote registration, meaning Mise-o-jeu is not the only option despite its status as the only locally regulated sportsbook within Quebec.
Offshore books can be trusted as they have often received licensing from gaming regulators elsewhere. In order to ensure you're betting with a reputable book, it's not a bad idea to stick to well-known, established brands such as bet365 and Sports Interaction.
Remote registration is made possible thanks to KYC account verification methods. Essentially, you will be asked to answer some personal questions and will be required to submit government-issued identification in order to confirm your identity. Once this is done, you'll be able to make deposits and withdrawals to your preferred payment method.
Retail sportsbooks 🏢
There are no third-party retail sportsbooks or betting shops in Quebec. Any in-person sports betting must be done at an authorized Loto-Quebec location or the Casino de Montreal's betting parlour.
Signing up with a Quebec sportsbook
Signing up for an online Quebec sportsbook is easy. You can make an account with Mise-o-jeu online or in person at an authorized Loto-Quebec retailer.
All offshore sportsbooks that accept Quebec customers offer simple online registration via their website or mobile app. Serious bettors will find more competitive odds and better bonuses at these international books. Pick one of the top-ranked offshore sportsbooks from the list above, and then follow this step-by-step guide to get started.
1. Pick a sportsbook
In Quebec, the only provincially regulated online sportsbook is Loto-Québec's Mise-o-jeu. However, that isn’t the only online sports betting option for Quebec bettors, as they can also legally bet on several reputable offshore sportsbooks.
2. Sign up online
To sign up with Mise-o-jeu, Quebec bettors must first have an Espacejeux account, the province's broader online betting platform that includes lottery, casino, and poker games.
Signing up with an international sportsbook is also simple. Download the app or visit the website and follow the steps to create an account. You'll need to share some of your personal information and confirm your identity and location.
3. Deposit
To bet on Mise-o-jeu, you first must deposit into an Espacejeux account. Deposits can be made using credit or debit cards, Interac online, or Argent Web coupons. Offshore sportsbooks offer similar payment methods and usually have even more options.
4. Select your type of bet
With single-game bets now legal in Quebec and throughout Canada, the betting options at Mise-o-jeu have increased to include moneylines, spreads, total, props, futures, and live bets. If you're not sure what those are, keep reading for a better explanation or read our article about how to bet on sports.
International sportsbooks have a vast variety of betting markets, giving you access to the major North American pro sports and a whole gamut of international sporting events.
5. Place your wager
When you've settled on a bet, choose the amount you want to risk and lock in your wager. Keep any welcome bonuses in mind, as many offshore sportsbooks offer a "first bet reset" style of bonus, which will pay back the amount of your first bet in bonus bet credits if it loses.
You don’t have to accept the first odds you find, either. Quebec sports betting allows players to sign up at multiple sportsbooks to find the most profitable lines and odds.
6. Claim the bonus
Some bonuses or promotions may be available through Mise-o-jeu, but you'll likely find better bonuses through the offshore sportsbooks. You may need a promo code to activate the bonus, but most books now apply them automatically.
Almost every online sportsbook bonus comes with specific requirements. You may have to deposit or bet a certain amount to unlock it. Some bonuses, notably first deposit matches, have playthrough requirements. That means you must make a specific dollar amount worth of bets to unlock the bonus funds.
7. Withdraw
Unlike depositing, withdrawing your funds from an online sportsbook is not instant. You should expect the transaction to take one to five business days, depending on your withdrawal method. The first withdrawal might take even longer if the sportsbook requires you to provide additional verification.
Read the terms and conditions around your chosen withdrawal method. Ensure you know any fees involved and how long you can expect to wait before seeing the cash hit your bank account. If speed matters to you, consider using one of the online sportsbooks with the fastest payouts.
How we rate the best Quebec sportsbooks
Do you know what you’re looking for in a sportsbook? Our reviewers can help you out. Our expert reviewers examine specific criteria to determine which books provide the best value. Here's what we look for and why it matters.
Bonuses 💰
Bonuses can start your betting journey with more cash in your account or sometimes bonus bets. However, don’t let great bonuses overshadow a sportsbook’s setup and features. This is why it's never a bad idea to have an account with multiple books at once, as it allows you to take advantage of any ongoing promotions — welcome bonus or otherwise. Most operators will release special promos depending on the time of year, so always keep an eye out. For example, bet365 will likely offer special markets and odds boosts ahead of events like the Super Bowl.
Odds Quality 📈
Not all odds are created equal. Spreads and moneylines can differ from sportsbook to sportsbook. You don't want to end up with a losing point spread bet because you didn't notice there was a more favourable line at a different book. Similarly, winning a moneyline bet at +120 when you could have got +140 somewhere else leaves money on the table.
Market Coverage ⚽
If you simply want to bet on your beloved Montreal Canadiens, then any sportsbook should suit your needs. However, if you’re looking for more niche sports or international leagues, ensure your chosen sportsbook covers them.
Most mainstream sportsbooks have a wide range of sports and betting markets, and it never hurts to shop around and see what's out there. For example, the Canadian Football League (CFL) is big in Quebec, but it can still be hard to find rarer markets for CFL games such as player props.
Betting Features 🏆
Our sportsbook reviewers consider features like live betting, early cash-outs, and live streaming to be essential offerings for any sportsbook. When examining betting features, we start with the basics, such as ensuring the online platform is easy to navigate. Context matters as well, since the strength of each feature determines how useful it actually is.
For example, one sportsbook may offer a dedicated mobile app with live betting while another does not. Many would assume the sportsbook with the app would be the better choice, but it's also possible that the app is faulty whereas the first sportsbook has a strong mobile browser offering, despite having no app. No matter the feature, SBR is determined to get to the bottom of its functionality, and what that means for you as a player.
VIP Program 🥇
Rewards can come in many forms, with additional bonuses available for those that achieve different statuses in the VIP program. This is usually done by completing specific actions on the sportsbook website or mobile app, such as wagering over an amount threshold on certain markets. For example, receiving VIP points for spending $10 or more on an NBA bet. The higher you advance up the tiers, the better your rewards will be.
Security and Trust 🔐
Is your chosen sportsbook transparent with its licensing and security? Always look for this information to ensure an online sportsbook is safe and secure. You can trust that the sportsbook listed on this page are verified and legitimate.
Payment Methods 💳
Most reputable sportsbooks offer several payment methods for both deposits and withdrawals. This includes secure, near-instantaneous banking transactions over a variety of mediums including online banking, digital wallets (such as PayPal), and e-transfer. Some sportsbooks are even starting to accept certain kinds of cryptocurrency, and the frequency of those offerings should only improve with time.
Mobile Capabilities 📱
The best sportsbooks have a dedicated easy-to-use mobile app or an optimized mobile site that makes placing bets on your mobile device quick and easy. Some sportsbooks offer a limited number of betting markets when accessed by mobile, but most have the same catalogue. Many let you access other perks as well including real-time analytics, live streaming, and in-game betting.
Customer Support 📞
Sportsbooks should make it easy to connect with an actual human to solve any problems you may have, whether by phone or live chat. The best sportsbooks on our list offer a variety of attentive support options.
Popular Quebec bet types
Moneyline
If you’re betting on the moneyline, you’re simply picking the winner of a game or match. That could be a team or an individual athlete. A moneyline bet will list a favourite (minus odds) and an underdog (plus odds). Betting on the underdog pays out more.
For example, the Montreal Canadiens are favoured versus the Toronto Maple Leafs. Montreal is listed at -140, and Toronto is listed at +130. A winning $100 bet on Montreal would pay $171.43, for about $70 profit. The same $100 bet on Toronto would pay $230, netting you $130.
For a more detailed explanation, see our guide on how to read betting odds.
Point spread
The point spread is a number the oddsmaker sets as a handicap to level the playing field. For example, if a football team is expected to win by at least a touchdown, they could be given a 7.5-point spread. To cover the spread, they must win by at least eight points.
In this example, the favourite would be listed as a -7.5 point spread. If you bet on the favourite to cover, they must win by eight or more points. If they only win by six, you lose the bet.
If you bet on the underdog, they don't necessarily need to win for your bet to cash. They simply must lose by fewer than eight points.
Totals (over/under)
If you’re betting on totals, you are betting on the combined points scored by both teams in a game. The oddsmaker will set a number, and you'll have to bet the total will be more (over) or less (under) than that amount.
For example, in a hockey game, the total was 6.5. The final score was 3-2, meaning bets on the under would win, with a combined total of five goals.
Parlay
A parlay is a bet on two or more individual wagers grouped as a single bet. To win a parlay, all bets included must win. The entire bet is lost if even a single bet in the parlay is wrong.
Parlays are popular because they offer larger payouts than betting on each leg individually. However, they are harder to win because more outcomes have to go your way.
Recently, a new type of parlay wager has exploded in popularity: the same-game parlay. Almost every Quebec online sportsbooks now offers this kind of bet, allowing you to take multiple bets from the same game and combine them into one bet slip.
For example, you might bet on the Habs to beat the Leafs on the moneyline, Nick Suzuki to record at least two points, and Cole Caufield to record 3+ shots on goal. If all your predictions pan out, you could double or triple your money, depending on the odds you found.
Props
Props, or proposition bets, are made on a specific outcome or situation within a game. It could be an individual player’s performance or a specific occurrence in the game.
For example, you could bet on how many passing yards the Montreal Alouettes quarterback will throw for in a game or the total number of touchdowns in the first half. You could make a prop bet on the Habs goalie to make at least 24.5 saves on Hockey Night in Canada.
Props come in many different forms:
- Game props are specific game events, like a red card in soccer or the contest going to overtime.
- Team props are betting on a team's overall performance, like combining to hit more than 1.5 home runs in an MLB game.
- Player props are betting on one player's game stats, like Nikola Jokic recording a triple-double.
- Exotic (or novelty) props focus on things outside of the game itself, like whether the coin toss of a football game will be heads or tails.
Teasers
Teasers are a parlay variation in which the bettor moves or "teases" the point spread or total to their advantage to improve their chances of winning their bet. Teasers can only be placed on parlays, and all bets within the parlay must win for the overall teaser to win.
The most common teaser offered by sportsbooks is a 6-point teaser. In a football game, a 6-point teaser could move the Montreal Alouettes from 6.5-point favourites to 0.5-point favourites and the Toronto Argonauts from 3.5-point underdogs to 9.5-point underdogs. After the lines were teased, the Alouettes now only have to win by 1 point, while the Argonauts can lose by as many as nine points.
Teasers make a bet more likely to win, in theory. They also reduce the potential payout compared to making a straight parlay bet.
Futures
A futures bet is just that — betting on something that might happen in the future. You could bet which CFL team will lift the Grey Cup before the season's first game kicks off or which NHL team will hoist Lord Stanley's mug before the first puck drops.
The appeal of futures bets is that the odds are locked in when you submit the bet. So you may be able to get +5000 (50 to 1) odds on the Habs winning the Stanley Cup, if oddsmakers write their season off before it starts.
Those odds will drop quickly if they start piling up points, but your bet remains locked. This is why placing a futures bet so far in advance can be risky, but the value and therefore the payoff could also be lucrative if you manage to take advantage of when oddsmakers are at their least accurate.
Live Betting
Live betting allows you to bet on a game as it's still being played. Live betting odds constantly change every minute, with every small game event impacting the lines. A turnover in football or an injury to a star player could shift the live odds dramatically.
For example, if the Montreal Canadiens are losing by a goal with five minutes to go, their odds of winning will be long. If you slap down $10 at +1500, and they come back to win, you would win $160.
Live betting also lets you micro-bet on the next play, such as which team will score next or even whether the next football down will be a pass or a run play. Some books will even offer perks to assist you, such as live streaming or additional analytics within the app. Always be sure to use all available live betting tools before placing your next wager.
Quebec sports teams to bet on
Quebec loves its hockey, so it should be no surprise that NHL betting sites focus heavily on the Montreal Canadiens. While hockey receives most of the attention, especially in Montreal, the province’s other pro sports teams, the CFL’s Montreal Alouettes and CF Montreal of MLS, are also popular bets.
Montreal Canadiens 🏒
The Montreal Canadiens have an illustrious history that includes 24 Stanley Cups, the most of any franchise in NHL history, the last coming in 1993. Montreal is also the last Canadian team in the NHL to win the Cup. Montreal’s list of Hall of Famers could fill this whole page, but a few standouts include Maurice “The Rocket” Richard, Jean Beliveau, Jacques Plante, Guy LaFleur, and Patrick Roy.
Laval Rocket 🏒
The Laval Rocket are one of the first examples of a Canadian NHL team establishing an American Hockey League (AHL) affiliate in close geographical proximity to the parent franchise. The team has moved around quite a bit, spending stints throughout various parts of Quebec and the Maritimes before landing in Hamilton, Ontario from 2002-2015. After a brief stay in St. John's, the Rocket were born ahead of the 2017-18 AHL season and have resided there ever since. Betting markets naturally won't be as plentiful as they are for the Canadiens, but there are still many favourites. Simply put, it's a great way to get some skin in the game while watching some of Montreal's future stars develop.
Montreal Alouettes 🏈
The Alouettes have had two lives in Montreal, initially playing from 1946 to 1987 and returning to the city in 1996. The two Alouettes’ franchises have combined to win seven Grey Cups, with their last coming in 2010. Since returning to Montreal in the 90s, the Alouettes have boasted several CFL stars, including Anthony Calvillo, Mike Pringle, and Ben Cahoon.
CF Montreal ⚽
Originally branded as the Montreal Impact, the pro soccer club has existed since 1992 and began playing in MLS in 2012. They made history in 2015 as the first Canadian club to advance to the final of the CONCACAF Champions League, where they lost to Club America. While they don't have any MLS silverware yet, they are five-time winners of the Voyageurs Cup, awarded to the winner of the Canadian Championship tournament.
Canadian Premier League betting ⚽
The Canadian Premier League was criticized for not having a team in Quebec when it launched in 2019. Five years (and one expansion team in Ottawa) later, they have failed to rectify this issue. Footie fans in Quebec would love a pro club in Quebec City or even in Montreal, as the Impact supporters continue to grow tired for the club's mismanagement.
Nevertheless, you can find CPL odds on many of the best Quebec sports betting sites.
Other Quebec betting markets 💰
With single-game betting now legal in Canada, Quebec sportsbooks have very few limitations and can offer bettors more bets than ever before. In Quebec, Mise-o-jeu includes the ability to bet on entertainment award ceremonies and eSports. Political bets are still missing from Mise-o-jeu, but they are available on some offshore sportsbooks.
Will the Expos ever return to Montreal? ⚾
Once upon a time, Canada had two baseball teams — the Toronto Blue Jays and the Montreal Expos. The Blue Jays are still going strong, but the Expos relocated to Washington, D.C. in 2004 and haven't returned despite an outpouring of support from several fans. Now, optimism surrounding a return has been renewed, as it's no secret that the MLB would like to expand in the near future.
In October 2024, Hurricane Milton battered Tropicana Field in Tampa Bay. The extensive damage may prevent the Rays from playing in their home stadium, at least for the start of the 2025 season. Montreal baseball loyalists were quick to suggest Montreal as a temporary home for the Rays, but MLB quickly squashed those whispers, saying it wasn't in the plans.
Although the Rays secured a temporary home field for the 2025 season, Tampa's stadium situation remains a mess. Repairs are expensive and may not be complete until 2028. Could Montreal be an option for the Rays in 2026 or '27?
As one of the biggest potential markets available, the MLB is likely to at least consider a return at some point. The biggest obstacles is the lack of a proper stadium, as the Olympic Stadium ownership group would reportedly rather build a new one from scratch. Still, hope remains. While nothing is definite, Quebec residents can at least still bet on baseball through MLB betting sites in the meantime.
